Dapper is a file you can drop in to your project that will extend your IDbConnection interface. Now,  Install dapper using Nuget Package Manager
PM> Install-Package Dapper

After that, Create a project in ASP.NET MVC and then Add a folder named Dapper inside it as you can see on the following picture:
